Revise Budget Hearing Date from June 2 to June 9 on the Budget Adoption Schedule

RECOMMENDATION

Approve the following revisions to the Budget Adoption Schedule for the Fiscal Year 2020-21 Recommended Budget: (1) Change the date when the Recommended Budget is published and made available to the public from May 22, 2020 to May 29, 2020; and (2) change the Budget Hearing date from June 2, 2020 to June 9, 2020.

DISCUSSION

On March 3^rd, the Shasta County Board of Supervisors adopted the Budget Adoption Schedule for Shasta County.  The County Administration Office leads the Budget process while the Auditor-Controller’s office compiles.  The Budget process is a county-wide process and takes several months to develop and present to the Board of Supervisors.  The County Administration Office appreciates all county staff that have met the deadlines in the Budget Adoption Schedule.

The COVID-19 is directly effecting the California economy and is being forecasted by several California Departments that deficits will occur. In order to present a full picture to the Board of Supervisors, changing the Budget Hearing date from June 2^nd to June 9^th would give an additional week to analyze the State of California Governor’s May Revision and the effect on the County of Shasta.

ALTERNATIVES

The Board could choose not to approve the revision to the Budget Adoption Schedule.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed with the County Administration Office the applicable Government Code for this revision.

FISCAL IMPACT

The General Fund is used across several county departments to develop the FY 2020-21 Recommended Budget.
