Resolution to designate Shelley Forbes as the Board Member for Shasta County and continue the designation of Jim Johnson as the Alternate Representative to the California State Association of Counties Excess Insurance Authority (CSAC - EIA) Board of Directors.

RECOMMENDATION

Adopt a resolution which: (1) Repeals Resolution No. 2015-095; and (2) designates Shelley Forbes, Director of Support Services, as Shasta County’s Board Member to the CSAC - EIA Board of Directors and continuing the designation of James Johnson, Risk Management Analyst III, as the Alternate.

DISCUSSION

The CSAC - EIA Board sets policy related to the wide variety of insurance programs that it sponsors and oversees. Shasta County participates in most CSAC - EIA programs and risk pools.  CSAC - EIA is a member-directed organization, and each member’s vote has a meaningful impact on the business operations of CSAC - EIA.  The County has both a CSAC - EIA Board Member and an Alternate Board Member.  The designated Board Member for Shasta County with CSAC - EIA has been vacant since February 15, 2020.  Shelley Forbes was recently appointed as the Director of Support Services.  Appointing her as Shasta County’s representative will provide continuity of representation for Shasta County.  Adopting this proposed resolution will formally assign Ms. Forbes this responsibility.  James Johnson, Risk Management Analyst III, is the designated Alternate.

The CSAC EIA is in the process of implementing a name change from CSAC -EIA to the Public Risk Innovation, Solutions, and Management (PRISM or PRISM Risk). As the name change is not yet effective, the proposed resolution continues to reference CSAC – EIA.

ALTERNATIVES

The Board could choose to delay this action.  This is not recommended because it is in the County’s best interest to appoint a CSAC - EIA Board member to ensure adequate and timely participation in CSAC-EIA Board meetings and activities.  The Board could choose to appoint a different representative but that is not recommended because the Director of Support Services has responsibilities for the County’s risk and insurance programs, making it the logical position to provide appropriate expertise to the CSAC - EIA Board.

OTHER AGENCY INVOLVEMENT

The proposed recommendations have been reviewed by the County Administrative Office.

FISCAL IMPACT

There is no funding associated with the recommendation.
