RECOMMENDATION

Take the following actions to approve: (1) Agreement Number 20-10198 with the State of California Department of Health Care Services in an amount not to exceed $10,476,000 to provide covered Drug Medi-Cal Organized Delivery System services for substance use disorder treatment for the period July 1, 2020 through June 30, 2023; (2) California Civil Rights Laws Certification; (3) Contractor Certification Clause; and (4) and authorize the County Executive Officer, or his/her designee, to sign amendments, including retroactive, to increase or decrease compensation no more than $349,200 per County fiscal year, so long as they otherwise comply with Administrative Policy 6-101, Shasta County Contracts Manual.

DISCUSSION

In August 2015, the Centers for Medicare and Medicaid Services approved a section 1115 waiver allowing California to implement a demonstration project to dramatically expand, improve, and reorganize its system for treating people with substance use disorder (SUD). This 1115 waiver demonstration project has become the Drug Medi-Cal Organized Delivery System (DMC-ODS) pilot program. Participation in the pilot program requires that counties provide access to a full continuum of SUD services modeled after the American Society of Addiction Medicine (ASAM) criteria. As of August 2019, 30 counties have implemented providing services under the DMC-ODS program.

 

In November 2017, Partnership HealthPlan of California (PHC), Shasta County, and seven other Northern California counties submitted a DMC-ODS Implementation Plan, now known as the Wellness & Recovery Program, to identify and provide covered DMC-ODS services for each counties’ eligible beneficiaries under the oversight of PHC.

 

This agreement authorizes Shasta County to opt into the DMC-ODS pilot project and authorizes funding for providing covered DMC-ODS services in Shasta County’s service area. A separate agreement between Shasta County and PHC that details the responsibilities that PHC will manage for Shasta County’s participation in the regional model will be brought before the Board for review and approval.

ALTERNATIVES

The Board could choose not to approve the recommendation, defer consideration to a future date, or provide alternate direction to staff.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management and Information Technology have reviewed and approved the agreement. This recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The total amount of funding available to Shasta County under the terms of this agreement for Fiscal Years (FY) 2020-23 is $10,476,000. Due to the timing of receipt of the agreement, the rates included in this agreement, and budget submission, the current Health and Human Services Agency’s FY 2020-21 Requested Budget does not fully include appropriation authority for the activities described in these agreements.  A budget amendment will be presented after the Board’s approval of the FY 2020-21 Requested Budget to accommodate any necessary changes.  Sufficient appropriation authority will be included in future year budget submittals.
