RECOMMENDATION

Award to the lowest responsive and responsible bidder, Sunrise Excavating, on a unit cost basis, the contract for construction of the “Old Oregon Trail Shasta College Active Transportation Project,” Contract No. 704008, in the amount of $509,265.35.

DISCUSSION

Local colleges are major bicycle trip attractors. The East Redding Bike Lanes Projects linked Shasta College and Simpson University to residential areas (Old Alturas Road, Old Oregon Trail, College View Drive, Collyer Drive). A project is proposed to close a remaining gap across State Route 299 and into Shasta College. On April 7, 2020, the Board approved plans and specifications for the Old Oregon Trail Shasta College Active Transportation Project. On May 7, 2020, five bids were received and opened. The lowest responsive and responsible bidder was Sunrise Excavating with a bid in the amount of $509,265.35.

ALTERNATIVES

The Board may decline to award the contract. The gap would remain. Grant funding would be reallocated to other jurisdictions. Funds spent to date would have to be repaid.

OTHER AGENCY INVOLVEMENT

Caltrans administers the Active Transportation Program funding and owns necessary right-of-way along Old Oregon Trail across State Route 299. County Counsel has approved the contract documents as to form. Risk management has approved the contract documents. This Recommendation has been reviewed by the County Administration Office.

FISCAL IMPACT

The total cost of this project is estimated to be $640,000. Federal sources will fund $451,000. The Shasta Regional Transportation Agency will fund $74,000. Shasta College will fund $70,000. The County is responsible for funding the remainder (approximately $45,000). Adequate appropriations have been included in the Adopted Fiscal Year 2019-20 Roads budget.
