RECOMMENDATION

Take the following actions regarding the “Junction School ATP Project,” Contract No. 702985: (1) Approve plans and specifications and direct the Public Works Director to advertise for bids; and (2) authorize opening of bids on or after June 7, 2018, at 11 a.m.

SUMMARY

Pedestrian improvements are proposed on Deschutes Road near Junction School.

DISCUSSION

Deschutes Road is the main arterial through downtown Palo Cedro.  Junction School and the nearby athletic fields attract a lot of pedestrian traffic.  The roadway will be reconfigured from five lanes to three lanes.  Bike paths, pedestrian paths and improved crosswalks will be created.

The State Active Transportation Program (ATP) contributed $493,000 to the project. The Shasta Regional Transportation Agency (SRTA) contributed another $100,000.  A CEQA Categorical Exemption for a Class 1-Existing Facilities has been filed.

ALTERNATIVES

The Board may decline to advertise for bids at this time.  ATP funding would lapse.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The County Administrative Office has reviewed this recommendation.

FINANCING

The total cost of the project is estimated to be $600,000. Adequate funds are included in the Adopted FY 2017/18 Road Fund budget. There is no General Fund impact.
