Approve and authorize the Chairman to sign an amendment, effective date of signing, to the agreement with Area West Environmental, Inc., to increase compensation by $50,000, for a new total not to exceed $200,000, and retain the term of October 1, 2017 through December 31, 2021, to provide environmental services for the 2017 Storm Damage Projects. |

| | | | | | | | DISCUSSION
Severe 2017 winter storms caused widespread damage to County roads. Repair costs may be eligible for federal reimbursement. On October 1, 2017, the County entered into an agreement with Area West Environmental for environmental services. The initial agreement was for on-call services with maximum compensation not to exceed $150,000. Scope and compensation are delineated in task orders as projects are identified and gain federal concurrence. Currently identified environmental service needs on the 2017 storm damage projects total $173,220. Staff recommends increasing maximum compensation under the contract to $200,000. |

The Board may direct staff to modify the scope of the amendment or decline to enter into an amendment at this time. Environmental studies are a prerequisite to project funding and permitting. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the amendment as to form. Risk Management has reviewed and approved the amendment. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
FEMA/OES funding will cover 94% of eligible costs including environmental. Adequate funds are included in the Adopted FY 2017/2018 Road Fund budget. There is no General Fund impact. |
