RECOMMENDATION

Approve and authorize the Auditor-Controller to pay a retroactive step increase to a Resource Management employee due to the evaluation being completed more than six months after the due date.

SUMMARY

A review of the Resource Management Department’s personnel management data system confirmed that one evaluation for the Assistant Director was due more than six months ago. As such, per Chapter 34 of the Personnel rules, approval and authorization for the Auditor-Controller to issue the retroactive pay requires Board of Supervisors approval.

DISCUSSION

The employee's evaluation with a step increase was due in September 2016.  The evaluation was overlooked at a period of time with a particularly high workload, but was subsequently completed, and shows the employee meets or exceeds expected standards in all rated categories.  While Resource Management has an evaluation monitoring and reminder system, to prevent six month overdue evaluations the department will emphasize timely evaluations as a priority, and endeavor to complete all evaluations on time.

ALTERNATIVES

The Board could request additional information from staff or could choose not to accept the performance evaluation.

OTHER AGENCY INVOLVEMENT

Upon approval by the Board of Supervisors, the Personnel Director will accept the evaluation and the Auditor-Controller will be authorized to pay the retroactive pay increase. This recommendation has been reviewed by the County Administrative Office.

FINANCING

Resource Management’s FY 2017-18 Adopted Budget includes sufficient appropriation for the recommended action.  There is no additional General Fund impact from the recommended action.
