RECOMMENDATION

Take the following actions for the “Shasta County Sheriff’s Alternative Custody Programs Center Replacement,” Contract 610470: (1) Approve and authorize the purchase of a modular office building from Pacific Mobile Structures for a total price of $163,780.12 (including tax and delivery); (2) approve and authorize County Purchasing to award Request for Quote (RFQ) 18-08 for the purchase of a modular office building to Pacific Mobile Structures; (3) approve a budget amendment increasing appropriations and revenue by $342,500 in the Land Buildings and Improvement budget and the Detention Annex/Work Facility budget; and (4) approve a budget amendment increasing appropriations by $342,500 in the Accumulated Capital Outlay budget.

SUMMARY

Purchase of a modular office building is proposed.

DISCUSSION

The Sheriff’s department operates Alternative Custody Programs (ACP) on Breslauer Way.  Suitable offenders are allowed to work off fines and judgments.  ACP operations are administered out of an old modular office building.  That building was obtained from a school district years ago and has exceeded its service life. On September 29, 2017, County Purchasing released Request for Quotes 18-08 for a replacement structure.  Six vendors provided quotes.  Pacific Mobile Structures ranked first based on selection criteria. The Notices of Intent to Award were sent in the mail on December 1st, 2017. The protest period ended December 11th, 2017.

ALTERNATIVES

The Board may decline to purchase the new mobile office building.  Substantial investments would be required to maintain portions of the existing building in a habitable condition.

OTHER AGENCY INVOLVEMENT

County Purchasing managed the Request for Quotes process. The County Administrative Office have reviewed this recommendation.

FINANCING

Budget amendments are proposed to purchase the modular building.  Financing would be provided from the Accumulated Capital Outlay fund.  There is no additional General Fund impact.
