Public Defender/Adult Probation Roofing Project – Permission to Advertise

RECOMMENDATION

Take the following actions regarding the “Public Defender/Adult Probation Roofing Project,” Contract No. 610435: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301 Guidelines, Class I-Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize opening of bids on or after Thursday, January 18, 2018, at 11:00 a.m.

SUMMARY

This project will re-roof approximately 10,000 sq. ft. of the Public Defender/Adult Probation building.

DISCUSSION

The Public Defender’s office is located at 1815 Yuba Street.  In early 2017 the building’s HVAC system was renovated and a portion of the existing roof was replaced.  Roof leaks still occur periodically around the remaining portion of roof.  This project consists of removing the remaining portions of roofing and installing a new PVC single-ply roofing membrane system tied in with the recently installed portion of roofing.  The new roof system will come with a full 20-year manufacturer’s warranty.

ALTERNATIVES

The Board may decline to advertise for bids at this time.  Leaks will continue.

OTHER AGENCY INVOLVEMENT

The Public Defender and Adult Probation support the project.  County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The total cost of the Public Defender/Adult Probation Roofing Project is estimated to be $440,000. The LB&I budget unit has $175,000 budgeted for this project. A budget amendment will be necessary if the bid is awarded.  There is no additional General Fund impact at this time.
