RECOMMENDATION

Approve and authorize the Chairman to ratify the signature of the County Executive Officer on the agreement with Shasta Women’s Refuge, Inc. in an amount not to exceed $36,000 to provide a domestic violence program for the period July 1, 2017 through June 30, 2018.

SUMMARY

The County has executed two separate, but similar, agreements with the Shasta Women’s Refuge for fiscal year 2017/2018 that total greater than $50,000.  The Department of Housing and Community Action Programs (Department) is requesting that the $36,000 agreement be ratified by the Board of Supervisors.

DISCUSSION

County Administrative Policy 6-101 contains provisions requiring that personal services agreements greater than $50,000 be presented to the Board of Supervisors for approval.  When this $36,000 agreement was originally executed by the County on June 23, 2017, the Department was not aware that Shasta Women’s Refuge was also entering into a separate agreement for $24,300 through the County Administrative Office.  As the total of the two agreements is $60,300, which exceeds County Executive Officer (CEO) signature authority, the $36,000 agreement is presented for ratification and approval by the Board.

 

Since 1985, the County has remitted funds deposited into the County Domestic Violence Programs Special Fund (Special Fund) to the Shasta Women’s Refuge.  Both the County Clerk and the Court’s Collections division deposit fees into this Special Fund.  The County Clerk collects $23 for each marriage license issued and deposits the fee into the Special Fund.  In addition, the Court’s Collections division deposits money into the same Special Fund.  The recommended $36,000 personal services agreement with Shasta Women’s Refuge, Inc. provides for domestic violence programs utilizing money deposited into the Special Fund.  Contract payments are based upon the actual amount deposited into the fund.  This agreement will expire June 30, 2018.

ALTERNATIVES

The Board could choose to approve a different contract amount, not approve the contract with Shasta Women’s Refuge, Inc., or reserve the funds for distribution at another time or to another agency.  These alternatives are not recommended as Shasta Women’s Refuge, Inc. fills a significant community need by providing an emergency domestic violence shelter.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management has reviewed and approved the agreement.  This recommendation has been reviewed by the County Administrative Office.

FINANCING

The fiscal year 2017/2018 budget includes sufficient revenue and appropriations for this year’s estimated payments to Shasta Women’s Refuge, Inc.  There is no additional General Fund impact with approval of this recommendation.
