| | | | | | | | RECOMMENDATION
Approve and authorize the Chairman to sign an agreement with Dokken Engineering in an amount not to exceed $482,000 to provide engineering and geotechnical services for “2017 Storm Damage Projects,” Contract No. 706775, for the period effective date of signing through December 31, 2021. |
| | | | | | | | SUMMARY
Specialized engineering services are proposed for storm damage repairs. |
| | | | | | | | DISCUSSION
Last winter’s storms created five large slides on Cove and Westside Roads. The State Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) have approved funding for soil investigations and design. A Request for Proposals (RFP) was issued and two firms responded. Dokken Engineering was ranked as the top firm. Staff negotiated an agreement to complete the investigations, design and engineering in an amount not to exceed $482,000. |
| | | | | | | | ALTERNATIVES
The Board may decline to enter into the proposed agreement. Staff lacks the necessary equipment and expertise. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
The total cost to repair the five slides is estimated to be three to five million dollars depending upon the methods employed. FEMA and OES will reimburse 94% of eligible costs. Adequate funds to proceed with the proposed agreement are included in the Adopted FY 2017/2018 Roads Fund budget. There is no General Fund impact. |
