RECOMMENDATION

Take the following actions: (1) Approve and authorize the Chairman to sign a revenue agreement with The McConnell Foundation in an amount not to exceed $80,000 to help fund the Healthy Shasta Collaborative, which promotes policies and environments that encourage healthy and active living, for the period date of signing through December 31, 2019; and (2) approve and authorize the Health and Human Services Agency (HHSA) Director or any HHSA Branch Director to sign prospective and retroactive amendments and other documents related to the agreement that result in a net change not to exceed $16,000, and other, non-monetary amendments as necessary, in compliance with Administrative Policy 6-101, Shasta County Contracts Manual.

SUMMARY

Approval of this agreement will allow The McConnell Foundation to make a two-year financial commitment to the Healthy Shasta Collaborative (HS) in support of its work on community-wide initiatives to prevent childhood obesity and nutrition and activity related chronic diseases in Shasta County.  Healthy Shasta is a collaborative comprised of more than 20 community partner organizations. On August 5, 2014 the Board approved a similar agreement in the amount of $180,000 for the period August 5, 2014 through June 30, 2017.


DISCUSSION

Healthy Shasta (HS) was founded in 2005, in response to growing concerns about childhood obesity and its long-term impacts on health.  HHSA-Public Health Branch was a founding partner and, through its Healthy Communities Division, has provided coordination services for the collaborative for almost twelve years. A HS steering committee comprised of representatives from ten member organizations provides oversight, priority setting, and direction for staff. HS has twenty-three community organization/agency partners committed to promoting organizational and policy changes that encourage, “Making the Healthy Choice, The Easy Choice.” Healthy Shasta strives for long-term impact based on policy and institutional changes that support sustainable, healthier communities and school environments.  The four strategic areas of focus are: Increasing consumption of fruits and vegetables, decreasing consumption of sugary beverages, increasing walking and biking, and increasing fitness and play.

Successful HS activities to date include FARM (Fun At the Redding Market) Club; Chef at the Market; coordinating the Shasta Bike Challenge; ten years hosting the annual “Walk This Way at Turtle Bay” event; supporting Safe Routes to School programs; providing input into County and City bike plan revisions; working with local restaurants to offer healthier choices for kids (Healthy Kids’ Choice); and numerous other activities and events throughout the county. 

 

Financial support from organizations like The McConnell Foundation make these activities possible.  This $80,000 grant funds the operational and material costs associated with coordinating HS activities and demonstrates The McConnell Foundation’s continued long-term commitment to shared HS goals.


ALTERNATIVES

Alternatives include not approving the agreement, proposing modifications to the agreement and/or not authorizing the HHSA Director, Branch Director or Deputy Branch Director to execute amendments.


OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management has approved the agreement.  The recommendation has been reviewed by the County Administrative Office.  The HS collaborative steering committee members, including representatives from Shasta Family YMCA, Redding School District, UC Cooperative Extension, Dignity Health - Mercy Medical Center Redding, Shasta Regional Transportation Agency (SRTA), the City of Anderson, and the City of Redding, are supportive of this agreement.  Other members of the collaborative include Anderson Partnership for Healthy Children/Shasta County Child Abuse Prevention Coordinating Council, City of Shasta Lake, First 5 Shasta, Good News Rescue Mission, The McConnell Foundation, National Park Service, Redding Rancheria, Shasta College, Shasta Community Health Center, Shasta County Office of Education, Shasta Head Start Child Development, Shasta Regional Transportation Agency, Simpson University, Turtle Bay Exploration Park, and Viva Downtown.


FINANCING

Healthy Shasta is supported by a mix of funding from The McConnell Foundation, Dignity Health - Mercy Medical Center Redding, Shasta Family YMCA, First 5 Shasta, and the HHSA-Public Health Branch.  HHSA-Public Health has assigned professional staff to these activities that have unique expertise in this field, and financially supports HS efforts with matching funds through grants received from the California Department of Public Health (CDPH) Nutrition Education and Obesity Prevention Branch, CDPH Lifetime of Wellness Grant, and Caltrans/Shasta Regional Transportation Agency Safe Routes to School Grant.  HHSA-Public Health Branch’s Fiscal Year 2017-18 Adopted Budget includes sufficient appropriation authority for the activities described in this agreement. Future fiscal year budget submissions will include the revenue and corresponding appropriation authority associated with this agreement.  There is no additional General Fund impact with approval of the recommendation.
