Annual Recertification process of the Vaccines for Children Program

RECOMMENDATION

Approve and authorize the Public Health Officer to execute annual recertification agreements with the California Department of Public Health, California Vaccines for Children Program, with no compensation, to receive and distribute publicly funded vaccines for the period January 1, 2018 through December 31, 2027, provided County Counsel has reviewed and approved each annual agreement as to form.

SUMMARY

Approval of this will allow HHSA-Public Health to continue to receive and administer free vaccine to those children that qualify for the Vaccines for Children program.


DISCUSSION

The Vaccines for Children (VFC) Program helps provide vaccines to children whose parents or guardians may not be able to afford them. This helps ensure that all children have a better chance of getting their recommended vaccinations on schedule. Vaccines available through the VFC Program are those recommended by the Advisory Committee on Immunization Practices. These vaccines protect infants, young children, and adolescents from 16 diseases. California requires official signatories be submitted as part of the application process. The VFC program requires that the signatory for the recertification process be that of the facility Provider of Record.  The Shasta County Public Health Officer fulfills that role for HHSA-Public Health. The state sends this agreement to HHSA annually in December with a request to complete and submit it back to the state by the end of December. Designating signature authority to the Public Health Officer will assist HHSA in meeting the state timeline.


ALTERNATIVES

The Board may choose not to approve the designated signature authority and/or provide alternate direction to staff.


OTHER AGENCY INVOLVEMENT

Risk Management has approved the agreement. County Counsel has reviewed and approved the agreement as to form; and will continue to do so annually. This recommendation has been reviewed by the County Administrative Office.


FINANCING

No additional County General Funds are requested with approval of the recommendation.
