RECOMMENDATION

Take the following actions: (1) Approve and authorize the Health and Human Services Agency to purchase a total of 18 vehicles, in an amount not to exceed $393,854.02 (including all taxes and fees); (2) approve and authorize County Purchasing to award the bid from Request for Bid (RFB) No. 18-05 for the purchase of 12 sedans to Lithia Toyota of Redding, California for a total purchase price of $245,566.00 (including all taxes and fees); and (3) approve and authorize County Purchasing to award the bid from RFB No. 18-07 for the purchase of 6 vans to Crown Motors of Redding, California for a total purchase price of $148,288.02 (including all taxes and fees).

SUMMARY

The Health and Human Services Agency (HHSA) is purchasing 18 vehicles.  Twelve vehicles (nine sedans and three vans) are new vehicles to the HHSA fleet, to meet the increasing level of HHSA client needs in the Adult Services Branch and the Children’s Services Branch, and the programmatic needs of the Public Health Branch, Regional Services Branch, and HHSA Office of the Director. The remaining six requested vehicles (three sedans and three vans) are replacement vehicles that will replace existing aging County vehicles ranging from 15 to 21 years old. 


DISCUSSION

The Support Services Department-Purchasing Unit (County Purchasing) concurrently released and managed the two Request for Bids (RFB) processes, RFB 18-05 and RFB 18-07.

 

RFB 18-05 was released for the purchase of 12 sedans.  Four prospective vendors submitted a combined total of five bids.  The low bidder that met all the specifications was Lithia Toyota.  The Notices of Intent to Award were sent in the mail on Monday, 10/16/2017.  The 10-day protest period ended Thursday, 10/26/2017.

 

RFB 18-07 was released for the purchase of one 8-passenger van and five 6-passenger vans. Four prospective vendors submitted a combined total of five bids.  The low bidder that met all the specifications was Crown Motors.  The Notices of Intent to Award were sent in the mail on Monday, 10/16/2017.  The 10-day protest period ended Thursday, 10/26/2017.


ALTERNATIVES

The Board could instruct HHSA to not purchase all or some of the vehicles at this time

OTHER AGENCY INVOLVEMENT

The County Administrative Office and Fleet Management have reviewed this recommendation.  County Purchasing managed the Request for Bid process.

FINANCING

The Department’s FY 2017/18 Adopted Budget includes sufficient appropriation authority for the activities described in this report.  There is no additional General Fund impact with the proposed recommendation.
