RECOMMENDATION

Waive the competitive procurement requirements of Administrative Policy 6-101, Shasta County Contract Manual, due to sole source availability and use of United States General Services Administration competitively assessed pricing for the purchase of a portable chemical spectrometer in an amount not to exceed $75,122.

SUMMARY

Shasta County Fire Department (SCFD) has been awarded grant funds for the purchase of a portable chemical spectrometer. SCFD is requesting the Board waive competitive procurement for this purchase.

DISCUSSION

SCFD has been awarded funds as part of the Homeland Security Grant 2016, Project B. This grant was accepted by the Board, and SCFD was approved to purchase a new capital asset portable chemical spectrometer for use by the Shasta Cascade Hazardous Materials Response Team (SCHMRT) at the May 16, 2017 Board meeting.  SCHMRT is a multi-agency hazardous materials response team within the operational jurisdictions of Lassen, Modoc, Shasta, Siskiyou, Tehama and Trinity Counties. SCFD acts as the lead agency for SCHMRT. These cooperating agencies have a long standing operational relationship, and are united with a formal Letter of Understanding (LOU) for assembly and maintenance of SCHMRT.

The equipment that best meets the needs of SCHMRT is the HazMatID Elite Handheld Chemical Identifier. The HazMatID Elite has been long favored by the emergency response industry for capability, ease of use and durability. This model is also used by Butte County Fire and CAL FIRE, and purchase of this model will allow for interoperability and training with other agencies.

The HazMatID Elite Handheld Chemical Identifier is available for purchase through a General Services Administration (GSA) contract. GSA is competitively assessed as opposed to competitive procurement. The HazmatID Elite is available exclusively through Smiths Detection of Danbury, Connecticut due to trade patents. SCFD has been quoted the GSA pricing for this item by Smiths Detection. SCFD requests the Board waive competitive procurement for this item due to the extremely limited market of comparable products for chemical identification and sole source availability, and approve use of GSA pricing which has been competitively assessed.

The revenue and appropriations from the Homeland Security Grant 2016 are already included in the County Fire Approved Budget for Fiscal Year 2017-2018.

ALTERNATIVES

The Board could request additional information about the proposed equipment or purchase. The Board may choose not to waive competitive procurement and approve the purchase. County Fire would need to decide if competitive procurement could provide equipment that would be sufficient to meet the needed SCHMRT capabilities.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed this recommendation. County Purchasing has reviewed this recommendation. The SCHMRT Operations Director has recommended purchase of this item.

FINANCING

The total cost for this purchase will be $75,122.00. County Fire will be reimbursed $75,000 through the 2016 Homeland Security Grant. The remaining cost will be absorbed by the County Fire Approved Budget for Fiscal Year 2017-2018. There is no additional General Fund impact associated with this request.
