RECOMMENDATION

Approve and authorize the Chairman to sign retroactive environmental service agreements for the “2017 Storm Damage Projects,” Contract No. 706775, with: (1) North State Resources, Inc. in an amount not to exceed $150,000 for the period October 1, 2017 through December 31, 2021; and (2) Area West Environmental, Inc. in an amount not to exceed $150,000 for the period October 1, 2017 through December 31, 2021.

SUMMARY

Environmental consultants are proposed for storm damage repairs to County roads.

DISCUSSION

Recent winter storms destroyed the Nelson Creek Road at Nelson Creek Bridge and caused numerous slides.  The State Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) have approved funding for preliminary design.  The National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) both apply to these projects.  Details have not been provided but specialized environmental services will be required.  A Request for Qualifications was issued and six consultants responded.  It is recommended that the County enter into agreements with the top two rated firms (North State Resources, Inc. and Area West Environmental, Inc.).  Task Orders will be issued for each project site based upon FEMA guidance.

ALTERNATIVES

The Board may decline to enter into one or both of the proposed agreements.  Such services will be required.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreements as to form.  Risk Management has reviewed and approved the agreements.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

Adequate funds to initiate environmental and design for storm damage repairs were included in the Adopted FY 2017/18 Road budget.  FEMA/OES funding will cover 94% of eligible costs.  There is no General Fund impact.
