RECOMMENDATION

Take the following actions: (1) Approve a budget amendment transferring appropriations in the amount of $8,500 within the Health and Human Services Agency (HHSA)-Business and Support Services Branch budget to move appropriations to the Information Technology budget; and (2) increase appropriations and revenue by $8,500 in the Information Technology budget to purchase a new server capital asset for the HHSA Kofax project.

DISCUSSION

On June 20, 2017, the Board of Supervisors approved an agreement with Western Integrated Systems to provide the Kofax Transformation Module software.  Kofax software will streamline the process of scanning invoices by HHSA Business and Support Services Branch (BSS) Accounts Payable staff by extracting selected data (i.e., invoice number, vendor number, etc.) from scanned invoice image files, potentially reducing manual key entry/errors and increasing filing efficiency using software components such as document review and validation to ensure data extraction is accurate.  On September 22, 2017 the County Administrative Office approved the purchase of the new server capital asset.  The requested budget amendment will provide for a new capital asset server to be used specifically for the Kofax project.

ALTERNATIVES

The Board could choose not to approve the budget amendment.  This is not recommended due to the need for an additional server for the Kofax project. 


OTHER AGENCY INVOLVEMENT

Information Technology has reviewed the recommendation.  The Auditor-Controller has reviewed the recommendation.  This recommendation has been reviewed by the County Administrative Office.

FINANCING

The HHSA-BSS budget (50205) is moving $8,500 from Services and Supplies to a Transfer Out IT account within the HHSA-BSS budget; no increase in overall appropriations.  The Information Technology (92500) budget is increasing appropriations in a current capital asset server account and revenue in a Transfer In from HHSA account.  The IT budget amendment requires a 4/5 vote of the Board. There is no additional General Fund impact with the approval of the recommendation.
