Approve and authorize the Chairman to sign a retroactive revenue agreement with the County of Butte through its Butte County Sheriff's Office in an amount not to exceed $39,922 to provide assistance with Federal Emergency Management Agency (FEMA) and California Office of Emergency Services (Cal OES) tasks related to the Spillway Incident in Oroville, CA for the period March 6, 2017 through September 15, 2017. |
| | | | | | | | DISCUSSION
In February 2017, Butte County, in preparation for a potential failure of the emergency spillway at Lake Oroville Dam began evacuations of Marysville, Oroville, Yuba City and surrounding areas. Nearly 200,000 residents vacated the affected areas. This catastrophic event set into motion calls from Butte County to outside agencies for assistance, including requests to the Shasta County Sheriff's Office (SCSO). SCSO provided resources and personnel support to Butte County during the immediate crisis and beyond.
SCSO provided personnel to support the Butte County Sheriff's Office (BCSO) to assist with a number of Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (CalOES) related tasks in reference to the Spillway Incident post-Imminent Threat. These tasks included organizing and training BCSO staff for future incidents. |

The Board could choose not to approve the retroactive Operational Agreement. |

County Counsel approved the Operational Agreement as to form. Risk Management has reviewed and approved the Operational Agreement. |

Upon approval of this Operational Agreement, the County of Butte will remit payment to Shasta County for actual costs for the services provided that are covered under this Operational Agreement. |
