RECOMMENDATION

Take the following actions regarding the Secure Rural Schools Act: (1)  Approve and authorize Title III project funding in the amount of $189,000 as follows: (a) $25,000 to Shasta County Sheriff’s Office for search and rescue services; (b) $40,000 to Shasta County Sheriff’s Office for fire response services; (c) $65,250 to Western Shasta Resource Conservation District for Firewise Communities Program activities; (d) $29,000 to Day Lassen Bench Fire Safe Council for Firewise Communities Program activities; and (e) $29,750 to Shasta County Fire Department for fire response activities; (2) approve a budget amendment increasing appropriations by $189,000 in the Title III Projects budget to be offset by use of unassigned fund balance; (3) approve a budget amendment increasing appropriations and revenue by $65,000 in the Sheriff Office Emergency Services budget; and (4) approve a budget amendment increasing revenue by $29,750 in the County Service Area No. 1 Fire Protection Administration budget.

SUMMARY

Remaining Title III funds are proposed for allocation to various projects related to federal lands.

DISCUSSION

The Secure Rural School Act (SRS) was enacted to offset declining timber harvests on federal lands.  It has lapsed and probably won’t be renewed.  On August 22, 2017, the Board tentatively allocated the remaining Title III funds and initiated a 45-day comment period.  No comments were received.  Final approval is recommended.

ALTERNATIVES

The Board may decline to allocate remaining Title III funds.  They would revert to the federal treasury.

OTHER AGENCY INVOLVEMENT

The U.S. Forest Service administers SRS funds.  The Northern California Resource Advisory Committee Coordinator has been involved throughout the process.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

Adequate fund balance is available in the Title III budget.  There is no General Fund impact.
