RECOMMENDATION

Take the following actions for the "Jail Boiler Replacement Project," Contract No. 610460: (1) Award to the low bidder, Stephens Construction, Inc., on a lump basis, the contract in the amount of $424,000; (2) approve a budget amendment increasing appropriations and revenue by $120,000 in the Land, Buildings and Improvement budget and the Jail budget; and (3) approve a budget amendment increasing appropriations by $120,000 in the Accumulated Capital Outlay budget.

It is recommended that the Board award to the low bidder, Stephens Construction, Inc.

DISCUSSION

The Shasta County Jail and Justice Center was constructed over thirty years ago.  The original boilers and potable hot water facilities are still in service.  Boiler replacement is proposed to reduce energy consumption and improve reliability.  This will entail complicated mechanical work in a detention environment.  Heating and hot water shall be maintained at all times.  ME Systems was contracted to prepare plans and cost estimates.

 

On June 27, 2017, the Board awarded the purchase of two new boilers. On August 15, 2017, the Board initiated the bidding process to install the boilers. The project was widely advertised and staff contacted sixteen contractors directly. Four contractors attended pre-bid walk.  On September 7, 2017, two bids were received. The low bidder was Stephens Construction, Inc. The low bid exceeded the Engineer’s Estimate of $320,000.

ALTERNATIVES

The Board may decline to award to the low bidder. The Board may elect to rebid the project or decline to proceed with the project at this time.  The existing boilers are becoming unreliable.

OTHER AGENCY INVOLVEMENT

Sheriff Office Administration supports this project. County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The County Administrative Office has reviewed this recommendation.

FINANCING

Budgeted appropriations of $546,250 are included in the Land, Buildings, and Improvements budget. With the current bid, the total project cost is estimated to be $666,250.  A budget amendment of $120,000 is proposed to close the gap. The Judicial Council of California occupies a portion of the building, is required to pay for 3.31% of this work and approves of this project. There is additional General Fund impact with the recommended action.
