RECOMMENDATION

Recognize the following roadway segments as former portions of US Route 99: (1) Holiday Road (County Road No. 5H200) from 2600 feet south of Old Oregon Trail to 1000 feet south of Old Oregon Trail; (2) Holiday Road (County Road No. 5H200) from 1000 feet north of Old Oregon Trail to 3300 feet north of Old Oregon Trail; and (3) Wonderland Boulevard (County Road No. 5H07) from Bass Drive (County Road No. 5H202) to northerly limits.

SUMMARY

Mountain Gate residents have requested the Board’s recognition of portions of Holiday Road and Wonderland Boulevard as segments of the former US Route 99 through Mountain Gate.

DISCUSSION

In 1926, the United States Numbered Highway System was established.  US Route 99 was the primary north-south corridor on the West Coast.  Its alignment extended northerly from Redding through Mountain Gate to the old Pit River Bridge and beyond.  In 1964, US Route 99 was superseded by Interstate 5.  The freeway generally obliterated the old alignment but some segments remain.  Staff has reviewed Caltrans Right of Way maps and confirmed that portions of Holiday Road and Wonderland Boulevard are former segments of US Route 99.  These roads were accepted into the County’s maintained mileage as frontage roads and still retain recognizable traits of the former US Route 99 (cross sections, narrow concrete pavements, culverts, bridges, etc.).  Local residents have requested the Board’s recognition of these roads as former segments of US Route 99 and have sought permission to erect signage to this effect at their expense.  The subject roads will continue to serve their sole and exclusive function as County roads with no consequential limitations upon the roadway or adjacent properties. The commemorative signs will be paid for with private funds.  Shasta County Public Works will install the signs to assure compliance with appropriate regulations and proper placement.

ALTERNATIVES

The Board may decline to recognize these segments as elements of US Route 99 and/or decline to authorize the installation of associated signage.

OTHER AGENCY INVOLVEMENT

The recommendation has been reviewed by the County Administrative Office.

FINANCING

Signage costs will be borne by the requesting parties.  Adequate funds to administer the County’s road system were included in the Adopted FY 2017/18 Road Fund budget.  There is no General Fund impact.
