RECOMMENDATION

Take the following actions regarding the "Corporation Yard Wash Rack Improvement Project," Contract No. 706787: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301 Guidelines, Class 1-Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; (3) authorize opening of bids on or after October 19, 2017, at 11:00 a.m.; (4) approve a budget amendment increasing appropriations and revenue by $150,000 in the Lands, Buildings and Improvement budget; and (5) approve a budget amendment increasing appropriations by $150,000 in the Roads budget to be offset by use of restricted fund balance.

SUMMARY

A second wash rack is proposed at the County Corporation Yard.

DISCUSSION

Trucks and other heavy equipment are maintained at the County Corporation Yard on Breslauer Way.  A primary wash rack is used in conjunction with maintenance activities.  That wash rack is equipped with an oil/grease separator plumbed into the public sewer system.  A second wash area is occasionally used to hose down equipment.  Improvements are proposed to plumb that second wash area into the primary system.

ALTERNATIVES

The Board may decline to proceed with the project at this time. The primary wash rack could be used for all washing activities.  It’s in a confined area with limited access for the largest equipment.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the specifications as to form. Risk Management has reviewed and approved the specifications. The County Administrative Office has reviewed this recommendation.

FINANCING

The total cost of this project is estimated to be $150,000. Adequate fund balance is available within the Roads budget to accommodate the recommended budget amendment.  There is no General Fund impact.
