| | | | | | | | RECOMMENDATION
Approve and authorize the Chairman to sign an amendment, effective date of signing, to the agreement with North State Resources, Inc., to increase compensation by $26,578.44, for a new total not to exceed $115,608.65, to provide environmental consulting services for work on the "Deschutes Road Widening Project, Phase 1 & Phase 2 Project," and retain the term April 26, 2016 through April 26, 2019. |

| | | | | | | | DISCUSSION
Federal grants have been secured to widen Deschutes Road from Palo Cedro to Anderson. On April 26, 2017, the Board approved a Personal Services Agreement (PSA) with North State Resources, Inc. for environmental consulting services with compensation not to exceed $89,030.21. Unanticipated historical resources have been encountered. Caltrans has required additional surveys, research and documentation. Additional services are proposed at a total cost of $26,578.44 with total compensation under the agreement not to exceed $115,608.65. |

The Board may decline to approve the proposed amendment. The studies are necessary to advance the projects. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
Caltrans oversees project funding. County Counsel has approved the amendment as to form. Risk Management has reviewed and approved the amendment. The recommendation has been reviewed by the County Administrative Office. |

The total estimated cost for the two projects is $3,480,000. Federal funds will cover up to $2,997,000 (86%) of these costs. Adequate funds are included in the Adopted FY 2017/18 Road Fund budget. There is no General fund impact. |
