RECOMMENDATION

Take the following actions:  (1) Accept a grant award from the California Department of Waterways in an amount not to exceed $100,000 for the replacement cost of a new boat and trailer; (2)  approve and authorize the Chairman to sign a Law Enforcement Grant Program (Contract No. C17L0614), and related certifications, with the State of California Department of Boating and Waterways in an amount not to exceed $100,000 to provide for the replacement of a capital asset Boat (CF No. 3765XC) and trailer from date of signing through September 30, 2032; and (3) authorize the Shasta County Purchasing Division to issue a Request for Bid and/or other appropriate competitive procurement process, for a new Boat and Trailer based on specifications provided by the Sheriff’s Office, in accordance with the State of California procurement procedures and in compliance with Shasta County Code, Section 3.04.010, and return to the Board at a future date to seek award of the bid for the purchase of two capital assets (Boat and Trailer).

DISCUSSION

The California Department of Boating and Waterways recently presented a grant to the Sheriff’s Office for the purpose of replacing one patrol boat and trailer in an amount not to exceed $100,000.  Upon approval of this contract, funds will be made available on a reimbursement basis to the Sheriff’s Office to purchase one marine heavy aluminum patrol/rescue boat; 20’ to 22’ in length, including engine, trailer, and other equipment.  Approval of the contract and subsequent purchase of a new boat and trailer will not increase the fleet of the Boating Safety Unit, rather it will replace a 1997 Jetcraft Boat and Baker Boat trailer already reverted back to the State for disposition, as that boat was purchased with State funds and legally belongs to the State.  The State Department of Boating and Waterways will also be the legal owner of this replacement boat and the County will be the registered owner.

The purchase must be completed by September 30, 2018.  Preliminary specifications have already been drawn up and approved by the Department of Boating and Waterways.  Once the contract has been fully executed by both parties the Boating Safety Unit will work closely with the Purchasing Division on the biding process.  The purchase will not result in any material change in the Boating Safety program as it now exists.

The Board may choose to not accept the grant.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed and approved the agreement as to form.  Risk Management has approved the agreement.  The purchase of this equipment will be handled through the County Purchasing Division in accordance with State and County purchasing guidelines.  The County Administrative Office has reviewed these recommendations. 

FINANCING

The cost of this patrol boat and trailer will be reimbursed to the County by the State Department of Boating and Waterways using Federal Department of Homeland Security Funds.  Opon completion of the purchase by the County and following inspection and testing of the new boat, the State Department of Boating and Waterways will reimburse the Sheriff’s Office all costs related to the replacement boat and trailer, up to the grant amount of $100,000.  All expenses related to putting the boat into service must be included in the cost of the capital asset.  It is expected with a new boat that there may be a decrease in regular maintenance and repair costs for many years relative to the boat that it replaced.

The Sheriff's Office will return to the Board after completion of competitive procurement processes with further recommendation to seek award of the bid award and approval of a budget amendment to establish the capital asset accounts for a new boat and trailer.
