Resolution Authorizing Health and Human Services Agency Director to Sign Documents Relating to the Whole Person Care Project

RECOMMENDATION

Adopt a resolution which approves and authorizes the Director of the Health and Human Services Agency (HHSA), or any HHSA Branch Director designated by the HHSA Director, to sign:  (1) Attestations and/or certifications, or any other documents required to receive funding through the Department of Health Care Services revenue agreement (No. 16-14184-SH-45) for the implementation of a Whole Person Care Pilot Program; and (2) amendments, including retroactive, and increases to maximum compensation not to exceed $388,071 per year, for the entire term of the agreement that do not result in a substantial or functional change to the original intent of the agreement and that otherwise comply with Shasta County Administrative Policy 6-101, Shasta County Contracts Manual.

DISCUSSION

On December 6, 2016, the Board of Supervisors approved the California Department of Health Care Services (DHCS) Agreement for implementation of a Whole Person Care Pilot Program (Program) in Shasta County. The Agreement requires the submission of six Mid-Year and/or Annual Reports (Reports). The Health and Human Services Agency (HHSA) was notified on August 4, 2017 by DHCS of the final format for the Reports required by the Agreement with a submission deadline of September 30, 2017 for the first Mid-Year Report. The signature of an individual duly authorized in a resolution of the Lead Entity’s governing body is required on a Lead Entity Deliverables Certification which is submitted with each Report.  The Reports that need to be certified include, but are not limited to a narrative report, an enrollment and utilization report, along with an invoice, etc.

ALTERNATIVES

The Board could choose not to authorize the HHSA Director to sign the DHCS Reports, and direct the department to return to the Board for future certifications.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed the resolution. This recommendation has been reviewed by the County Administrative Office.

FINANCING

There is no additional General Fund impact from the recommended action.
