| | | | | | | | RECOMMENDATION
Take the following actions regarding the County’s Road Rehabilitation Program: (1) Adopt a list of transportation projects into the Roads budget to be funded by and in accordance with Senate Bill 1 (Beall), Transportation Funding; and (2) approve and authorize the Chairman to sign an agreement with Nichols Consulting Engineers, CHTD in an amount not to exceed $170,400 to implement a new County-wide Pavement Management System from date of signing through December 31, 2018. |

| | | | | | | | DISCUSSION
The Road Repair and Accountability Act of 2017 will significantly increase funding for road construction. Shasta County will receive approximately $2.1 million this fiscal year and $5.5 million next year. The first annual project list shall be submitted to the California Transportation Commission by October 16, 2017. Expenditures are proposed to match grants (bridges, shoulders, safety, etc.). Remaining funds would be used to overlay major highways. The proposed list is exhaustive and is intended to be parsed for construction in 2018.
A modern pavement management system (PMS) is proposed to guide future resurfacing efforts. The existing PMS was developed in-house and lacks design guidance. The new PMS would be used for comparative and design purposes. The County issued a Request for Proposals and six proposals were received. An agreement with Nichols Consulting Engineers is proposed as follows:

Personnel and equipment to evaluate County roadways

GIS-based mapping of road conditions

Train County staff in the use of the new system

Prepare a report detailing a multi-year pavement rehabilitation strategy

Fiscal projections for the selected strategy

The Board may decline to amend the Roads Budget to include the proposed project list. SB 1 funding would be forfeited. The Board may decline to upgrade the PMS. Existing design methodologies would continue. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. The recommendations have been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
Shasta County has a road construction backlog (bridges, shoulders, safety, pavement, etc.). The Adopted FY 17/18 Roads budget will use existing fund balance and/or new SB 1 funding to construct proposed projects. There is no General Fund impact. |
