RECOMMENDATION

Approve and authorize the Chairman to sign an agreement with Gable's Hauling and Demolition Inc. in an amount not to exceed $75,000 per fiscal year for nuisance abatement cleanup services from date of signing through June 30, 2019.

DISCUSSION

The proposed agreement would provide nuisance abatement  services to  cleanup properties that have gone through formal administrative proceedings with orders to clean up the nuisance conditions and, where the owner fails to comply, would authorize Shasta County to do the required clean up at the owner’s expense. Once the abatement is complete on these properties, the County issues a demand for payment to the owner to recoup costs, followed by a lien against the property if the owner does not make timely payment. The Department currently has several sites eligible for final cleanup.   

ALTERNATIVES

The Board of Supervisors may choose not to approve the agreement, however, this would preclude further clean up activity by the County or modify the agreement, or the Board could request additional information and provide direction to staff.

OTHER AGENCY INVOLVEMENT

Risk Management has reviewed and approved the agreement.  County Counsel has reviewed and approved the agreement as to form.  The County Administrative Office has reviewed this recommendation.

FINANCING

General Fund dollars supporting this abatement function have been included in the 2017-2018 budget.  The agreement will be amended or cancelled as necessary should funds not be available in future fiscal years.  The County endeavors to recover all or a portion of the expended funds through voluntary payment or the tax lien process. No additional impact to the General Fund would result from the agreement.
