RECOMMENDATION

Take the following actions regarding the Cottonwood Cemetery District Board of Trustees for four-year terms to February 2020:  (1) Reappoint John Helfrich; and (2) appoint Dale Allen.

DISCUSSION

The Cottonwood Cemetery District is a public cemetery district created by the state legislature pursuant to Health and Safety Code section 9000 et seq. which authorized the creation of public cemetery districts in 1909 to assume responsibility for the ownership, improvement, expansion, and operation of cemeteries and the provision of interment services from fraternal, pioneer, religious, social, and other organizations that were unable to provide for those cemeteries. For nearly a century, public cemetery districts have provided communities with the means to publicly finance the ownership, improvement, expansion, and operation of public cemeteries and the provision of interment services, particularly in rural communities.

 

The Cottonwood Cemetery District Board of Trustees is a three-member board that serves four-year staggered terms appointed by the Shasta County Board of Supervisors. The Board of Trustees governs the cemetery district, establishes policies for the operation of the cemetery district, and provides for the faithful implementation of those policies which is the responsibility of the employees of the cemetery district. It is recommended the Board of Supervisors appoint Dale Allen and reappoint John Helfrich to fill the two vacancies on the Cottonwood Cemetery District – Board of Trustees. Membership requirements are that you must be a registered voter in the Cottonwood Cemetery District. Trustees are not paid or compensated in any way for their voluntary service. A Notice of Vacancy was posted pursuant to Government Code sections 1778, 1779, and 54974 from August 8, 2017 through August 31, 2017 and is on file with the Clerk of the Board. Both gentlemen meet the membership requirements.

 

ALTERNATIVES

The Board may choose not to make the appointment, may direct staff to post a new Notice of Vacancy, or may defer consideration to a future date.

OTHER AGENCY INVOLVEMENT

The Cottonwood Cemetery District Board of Trustees supports the recommendation. County Counsel reviewed the recommendation.

FINANCING

There is no General Fund impact associated with approval of the recommendation.
