RECOMMENDATION

Adopt a salary resolution which amends the Shasta County Salary Schedule, Classification Specifications, and the Position Allocation list as follows: (1) Effective August 20, 2017: (a) add the Housing and Community Programs Specialist III classification specification; (b) delete 1.0 Full-Time Equivalent (FTE) Housing and Community Programs Specialist I/II in the Housing Rehabilitation budget; and (c) add 1.0 FTE Housing and Community Programs Specialist I/II/III in the Community Action Agency budget; and (2) effective November 12, 2017, add 1.0 FTE Office Assistant III in the Community Action Agency budget.

DISCUSSION

The department’s expanded activities related to the homeless management information system (HMIS) and the necessity to identify funding sources for homeless programs have created a business need for a higher level Housing and Community Programs Specialist. Additionally, the new classification of Housing and Community Programs Specialist III will provide a career path within the Housing and Community Programs Specialist series.

 

The Community Action Agency has secured revenue from both the U.S. Department of Housing and Urban Development and the Shasta County Health and Human Services Agency in support of the homeless management information system (HMIS).  Due to the added work effort to expand the collection and entry of data into HMIS, staff recommends the addition of one Office Assistant III (BU590) position effective November 12, 2017.

The Board may choose to not approve the recommendations in whole or in part.

OTHER AGENCY INVOLVEMENT

This recommendation has been reviewed and has the concurrence of the Director of Housing/Community Action Programs and the Director of Support Services. This recommendation has been reviewed by the County Administrative Office. 

FINANCING

The additional cost of the new job classification and the new position will be funded by HUD Homeless Continuum of Care grants, Shasta County Health and Human Services Agency’s Whole Person Care grant, and the Community Action Agency’s Community Services Block Grant.  A budget request to amend the FY 2017/18 Adopted Budget is included in a separate Board Report.  There is no additional General Fund impact with approval of this recommendation.
