RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive amendment, effective February 1, 2017, to the agreement with VOTC, Inc., d.b.a. Visions of the Cross for residential alcohol and drug treatment services to serve more clients and increase maximum compensation for each Fiscal Year 2016-17 and 2017-18 from $210,000 to $325,000 (for a new maximum compensation of $1,070,000 for the entire term of the agreement), retaining the term July 1, 2014 through June 30, 2018.

DISCUSSION

This amendment will allow VOTC, Inc. dba Visions of the Cross (VOTC) to continue to provide residential alcohol and substance abuse treatment services to residents of Shasta County.

VOTC has contracted with Shasta County for several years for the provision of residential drug-free treatment services and are certified as Drug Medi-Cal providers by the California Department of Health Care Services, making them eligible to bill for alcohol and other drug treatment services provided to Medi-Cal beneficiaries. This amendment increases the maximum amount payable per County fiscal year (FY) for FYs 2016-17 and 2017-18 in order to serve more clients.  Funding for the increased services is provided by both the Health and Human Services Agency and Probation.

The retroactive nature of this second amendment is due to additional services provided due to increased need for residential drug/alcohol services in our community.  This amendment will add additional funding to continue providing these critical services to clients.

ALTERNATIVES

The Board could choose not to approve the amendment or to approve the amendment at a lesser amount.

OTHER AGENCY INVOLVEMENT

County Counsel approved the amendment as to form.  Risk Management has reviewed the amendment. The Probation Department supports this recommendation. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The funding for the agreement is financed through a combination of federal and local (previously state) funding sources including the Federal Substance Abuse Prevention and Treatment Block Grant Drug/Medi-Cal program funds with a County share of cost that is funded through Realignment 2011 and Public Safety Realignment 2011.  Funds for the amendment have been included in the Fiscal Year 2016-17 Adjusted Budget and the 2017-18 Adopted Budget.  There is no additional General Fund impact with approval of the recommendation.
