| | | | | | | | RECOMMENDATION
Take the following actions regarding the “Jail Boiler Replacement Project,” Contract No. 610460: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301 Guidelines, Class 1-Existing Facilities; (2) approve plans and specifications; (3) direct the Public Works Director to advertise for bids; and (4) authorize the opening of bids on or after Thursday, September 7, 2017, at 11:00 a.m. |
| | | | | | | | SUMMARY
Heating and hot water upgrades are proposed at the Jail. |
| | | | | | | | DISCUSSION
On June 27, 2017, the Board awarded the purchase of two new HVAC boilers for the Jail and Justice Center. The proposed project will install those boilers. Potable hot water equipment will also be replaced. These improvements are projected to reduce energy consumption by 15% and improve reliability. |
| | | | | | | | ALTERNATIVES
The Board may decline to advertise for bids at this time. The existing systems are over thirty years old. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
Sheriff Office Administration and the Judicial Council of California (Courts) support the project. County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
The total estimated cost for the Jail Boiler Replacement Project is $543,700 including boiler purchase. Courts will provide funding in proportion to their occupancy (3.31%). Adequate appropriations are included in the Approved FY 2017/18 Land, Buildings & Improvements budget. There is no additional General Fund impact. |
