RECOMMENDATION

Approve and authorize the Chairman to sign an evergreen Memorandum of Understanding with the Bureau of Land Management with no compensation to participate in preparing the Northwest California Integrated Resource Management Plan, effective date of signing.

SUMMARY

BLM has invited the County to participate in a resource management planning effort for local BLM lands.

DISCUSSION

The Bureau of Land Management (BLM) manages federal lands for myriad uses.  Their field offices in Redding and Arcata have proposed to collaborate with state, local and tribal interests to prepare a resource plan for BLM lands in the Northstate.  A Memorandum of Understanding (MOU) is proposed to formalize our involvement in the Northwest California Integrated Resource Management Plan (NCIP).  Background material is attached.

ALTERNATIVES

The Board may decline to enter into the MOU. The County could still participate in the process.

OTHER AGENCY INVOLVEMENT

Staff has conferred with the Sheriff, County Fire and Resource Management.  County Counsel has approved the MOU as to from.  Risk Management has reviewed and approved the MOU.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

County involvement in the NCIP will be limited by budgetary constraints.  There is no additional General Fund impact.
