RECOMMENDATION

Approve and authorize the Chairman to sign an evergreen agreement with National University, for no compensation, to provide tuition scholarships to Shasta County employees, effective September 1, 2017.

DISCUSSION

National University is an accredited private non-profit university that offers a variety of online and onsite degree programs, which are flexible in structure, and well suited to those who are working full or part time, but wish to further their education. Shasta County Personnel wishes to support County employees’ desires to pursue their educational goals, by providing opportunities for employees to do so at a reduced cost, and in a flexible setting that allows them to simultaneously pursue their career goals with Shasta County. If approved, the agreement with National University will provide tuition scholarships to employees of Shasta County, in an amount equal to 15% of the course tuition rate at the time of registration. Shasta County employees wishing to take advantage of this educational opportunity need only apply and meet admission requirements for National University to be eligible for the tuition scholarship. The tuition scholarship does not affect eligibility to apply for Federal student loans, scholarships, and financial assistance.

ALTERNATIVES

The Board may choose not to approve the agreement. This is not recommended as the agreement provides educational opportunities to County employees, at no cost to the County. The Board may request additional information from staff.

OTHER AGENCY INVOLVEMENT

County Counsel and Risk Management have approved this agreement as to form. The County Administrative Office has reviewed this recommendation.

FINANCING

National University will provide tuition scholarships and educational opportunities to the County at no cost to the County. There is no additional General Fund impact associated with this recommendation.
