| | | | | | | | RECOMMENDATION
Approve and authorize the Chairman to sign an amendment, effective July 1, 2017, with Northern Valley Catholic Social Service, Inc., for youth specialty mental health services to extend the term for an additional three months through September 30, 2017, to remove non-Medi-Cal Triple P® services and to increase the compensation by $255,000 (for a new maximum compensation in the amount of $2,393,481 for the entire term of the agreement). |
| | | | | | | | SUMMARY
The proposed amendment will allow Northern Valley Catholic Social Service, Inc. (NVCSS) to continue to provide youth specialty mental health services to Medi-Cal eligible clients and their family members and care providers in Shasta County for the first three months of Fiscal Year 2017-18.

| | | | | | | | DISCUSSION
NVCSS has been providing medically necessary Early Periodic Screening, Diagnosis, and Treatment (EPSDT) youth specialty mental health services for several years to eligible Shasta County clients. There has been a delay in finalizing the terms of a new agreement with NVCSS to provide these services. To ensure services continue to be provided a contract amendment of three months is proposed so that the County may continue to provide the services through NVCSS. Additionally, Triple P services on behalf of the County will no longer be handled in the same manner and the amendment reflects that change.

The Board could choose not to approve the amendment, or to approve with modified terms or funding levels. These alternatives are not recommended because it would cause a delay in providing services the County is required to provide.

| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the amendment as to form. Risk Management reviewed the original agreement and there have been no changes to insurance or indemnification and no expansion of the scope of work. The recommendation has been reviewed by the County Administrative Office.

| | | | | | | | FINANCING
The HHSA Mental Health (BU 410) fiscal year 2017-18 Recommended Budget includes sufficient appropriation authority for the activities described in this agreement. Specialty Mental Health Medi-Cal services are funded through a combination of federal Medicaid funds (approx. 50%) with a county match which is largely met through a combination of 1991 and 2011 realignment revenue. There is no additional General Fund impact with the approval of this recommendation.
