RECOMMENDATION

Approve and authorize the Chairman to sign a renewal agreement with About Time Recovery, Inc. in an amount not to exceed $125,000 to provide sober living services for the period July 1, 2017 through June 30, 2018 with two automatic one-year renewals.

DISCUSSION

The Probation Department desires to continue to utilize the sober living services that About Time Recovery, Inc. (ATR) provides for their adult offender population.

 

Sober living services are provided by ATR to adult offenders under supervision by the Probation Department. The objective of ATR is to provide a safe and sober living environment for adult men and women seeking a semi-structured, recovering lifestyle. ATR provides a living environment that balances support with independence so that newly recovering men and women can progress in their recovery and become better prepared to succeed as clean and sober productive members of society.

 

The Probation Department has worked with ATR since 2013. ATR has consistently provided satisfactory service for Probation. In FY 2016-17, ATR received 21 referrals for sober living from the Probation Department, three of whom were still in Sober Living housing as of May 31, 2017. The average length of stay for FY 2016-17 is 43 days, and in many cases, after the first 30 days, the offender will begin to pay for himself/herself. The cost for FY 2016-17 as of June 1, 2017 is $77,500. This is an increase from FY 2014-15 and FY 2015-16, which were $26,120 and $28,000 respectively.

ALTERNATIVES

The Board could decide not to approve the agreement or direct changes to the terms of the proposed agreement.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed the recommendation. County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. The Health and Human Services Agency Alcohol and Drug Program Manager reviewed the agreement.

FINANCING

Expenditures associated with this agreement were included in Probation’s FY 2017-18 Requested Budget, and will be included in future requested budgets. There is no additional General Fund impact associated with this recommendation.
