RECOMMENDATION

Approve and authorize the Chairman to sign a renewal agreement with Liebert Cassidy Whitmore, A Professional Corporation, in an amount not to exceed $130,000 to provide labor relations and consultation services for the period July 1, 2017 through June 30, 2020.


SUMMARY

Approval of the recommendation will continue the agreement with Liebert Cassidy Whitmore (LCW) to provide to the Shasta County In-Home Supportive Services (IHSS) Public Authority (PA) an independent labor relations expert to lead labor negotiations between the IHSS PA and IHSS providers and their union.

DISCUSSION

Through this renewal agreement, LCW will continue to supply Shasta County IHSS PA with an independent labor relations expert to lead negotiations between IHSS PA and IHSS providers and their union, Service Employees International Union, Local 2015, which represents approximately 2,500 Shasta County IHSS Providers. The negotiator will take the lead role in representing IHSS PA’s position in labor relations areas. This agreement provides services on an “as needed basis” rather than on a monthly retainer basis, so only those services actually used will be charged to IHSS PA.

ALTERNATIVES

The Board could choose not to approve the agreement.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form. Risk Management has approved the agreement. This recommendation has been reviewed by the County Administrative Office.

FINANCING

The IHSS PA Fiscal Year 2017-18 Recommended Budget includes sufficient appropriation authority for the activities described in this agreement. Future year appropriation authority will be included in future year budget requests. No additional County General Funds are requested.
