RECOMMENDATION

Take the following actions: (1) Approve a budget amendment increasing appropriations and revenue by $600,000 within the Fiscal Year (FY) 2017-18 Lands, Buildings and Improvements budget for the "Mental Health Building Roof Phase II Project;" and (2) approve a budget amendment increasing appropriations by $600,000 in the FY 2017-18 Mental Health budget for the "Mental Health Building Roof Phase II Project" to be offset by use of prior year Intergovernmental Transfer (IGT) Revenue that rolled to fund balance.

SUMMARY

A budget amendment is proposed to complete the Mental Health roofing project in FY 17/18.

DISCUSSION

The Mental Health Building leaks.  A roofing project was proposed with an estimated total cost of $1,000,000.  On June 13, 2017, the Board awarded the Mental Health Roofing Phase II project to JH Mack Construction with a revised total project cost estimate of $1,350,000.  Approximately $50,000 has been spent to date.  Construction has not yet commenced and will continue into FY 17/18.  Budgeted appropriations of $700,000 were included in the FY 17/18 LB&I budget and additional appropriations of $600,000 are proposed.

ALTERNATIVES

The Board may decline to approve the budget amendment.  Currently budgeted appropriations in the FY 17/18 LB&I budget will be insufficient to pay the contractor.

OTHER AGENCY INVOLVEMENT

Health and Human Services Agency supports this recommendation.  The County Administrative Office have reviewed this recommendation.

FINANCING

Total estimated cost for the Mental Health Building Roof Phase II project will be increasing by $350,000.  There is no additional General Fund impact for the Mental Health Building Roof Phase II project.
