RECOMMENDATION

Award and authorize the purchase of two replacement HVAC boilers to Bay City Boiler and Engineering Co., Inc. for the "Jail Boiler Replacement Project,” Contract No. 610460, in the amount of $75,776.77.

SUMMARY

New boilers are proposed for the Jail and Justice Center.

DISCUSSION

The Shasta County Jail and Justice Center is heated with two natural gas boilers. The boilers are thirty years old and one is showing signs of failure. Replacement boilers are custom-ordered and manufactured with a 10-16 week lead time. Public Works proposes to order the replacement boilers today.  Plans and specifications are being prepared to install the boilers under a separate construction contract.  Running these two tasks in parallel (purchase, installation) should enable the project to be completed before onset of the winter heating season.

 

On May 10, 2017, Purchasing issued a Request for Quotes for the boilers.  On June 7, 2017, three responses were received.  Bay City Boiler and Engineering Co. Inc. was the lowest responsive bidder.

ALTERNATIVES

The Board may decline to purchase the boilers at this time. Boiler failure may ensue.  Boiler purchase could be included in the construction contract. Installation would be delayed until winter.  Alternate heating arrangements would be required during construction.

OTHER AGENCY INVOLVEMENT

Sheriff Office Administration supports this purchase. Purchasing has reviewed and approved the procurement method. County Counsel has approved the method of purchase. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The total purchase cost of the two boilers is $75,776.77. The total estimated cost for the Jail Boiler Replacement Project is $543,700. The Judicial Council of California occupies a portion of the building, is required to pay for 3.31% of this work and approves of this project. Appropriations of $546,250 are included in the Proposed FY 2017/18 LB&I budget. There is no additional General Fund impact with the recommended action.
