RECOMMENDATION

Take the following actions regarding the "Bridge Preventive Maintenance Project," Contract No. 705936: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Guidelines Section 15301, Class 1-Existing Facilities; (2) approve the plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize the opening of bids on July 27, 2017, at 11:00 a.m.

SUMMARY

The Bridge Preventive Maintenance Project is ready to begin the bidding process.

DISCUSSION

Federal funding is available for bridge preventative maintenance.  Methacrylate sealant reduces corrosion to extend deck life. Joint seals ensure that bridges are able to freely expand and contract without obstruction.  Deck and/or joint seals are proposed for the following bridges:

 

Ash Creek Road at Sacramento River

Ash Creek Road at Sacramento River Overflow

Big Bend Road at Hatchet Creek

Big Bend Road at Pit River

Cassel Road at Hat Creek

Cassel Road at West Fork Hat Creek

Jim Day Road at Pit River

Oak Run Road at Cedar Creek

Pine Grove Avenue at Pine Grove Avenue Overhead

Platina Road at North Fork Cottonwood Creek

Soda Creek Road at Sacramento River

ALTERNATIVES

The Board may decline to initiate the work at this time.  Deterioration will progress.

OTHER AGENCY INVOLVEMENT

Caltrans oversees the project funding.  County Counsel has approved the contract documents as to form.  Risk Management has reviewed and approved the contract documents.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

The total cost of this project is estimated to be $219,830. Federal funds will cover 88.53% ($194,615). The County’s share will be 11.47% ($25,215). Adequate funds are included in the Proposed 2017/2018 Road Fund budget. There is no General Fund impact.
