RECOMMENDATION

Approve a budget amendment for the County Clerk/Elections Department to better align actual year-end expenditures and revenues for Fiscal Year 2016-17 as follows: (1) Decrease expenditures by $25,000 and increase revenues by $10,000 in the Elections budget; and (2) increase expenditures by $6,000 and decrease revenues by $29,000 in the County Clerk budget. 

SUMMARY

The proposed year-end budget amendment will better align actual year-end expenditures and revenues for the County Clerk/Elections Department budgets for fiscal year 16/17.

DISCUSSION

A budget amendment is requested in the County Clerk/Elections Department to better align the department's actual expenditures and revenues.  Funds will be moved to align actual salaries and benefits and services and supplies between the Elections budget unit 140 and the County Clerk budget unit 221.  The County Clerk budget unit is based upon sales and revenue from products that are dictated by the demands of the public.  It is difficult to predict how many marriage licenses, for example, will be purchased in a fiscal year.  This transfer will allocate department salaries and benefits and accompanying costs to the budget in which the actual work was performed.

ALTERNATIVES

The Board could choose not to approve this budget amendment.  This is not recommended as the amendment aligns the expenditures with the department's projected revenues.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed the recommendation.  The Auditor-Controller has reviewed the budget amendment request.

FINANCING

There is no additional General Fund impact with the approval of the budget amendment.
