RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive amendment, effective January 1, 2017, to the agreement with Securitas Security Services USA for the provision of security services to add service locations and increase the hourly rate to allow Contractor to remain in alignment with State minimum wage rate increases which increases the maximum compensation from $489,700 to $500,000 in Fiscal Year (FY) 2017-18, $504,400 to $535,000 in FY 2018-19, and $519,525 to $575,000 in FY 2019-20, increasing the maximum compensation not to exceed from $2,508,825 to $2,605,200, and retaining the term July 9, 2015 through June 30, 2020.

DISCUSSION

Through this second amendment, Securitas Security Services (Securitas) will continue to provide on-site fixed post security services, daily patrol services, alarm response, and special response services at various Health and Human Services Agency (HHSA) locations, as well as daily patrol services at the County Administration Center parking structure.  These services promote the safety of clients, County employees, and members of the public as well as securing County facilities and property.  The County Contact definition update will expand the approved communication methods between Securitas and HHSA by approving e-mail in addition to the previously approved, fax, mail, or in-person delivery methods.  This amendment is retroactive due to compensation changes requested by the Contractor to allow the Contractor to remain in alignment with the approved State minimum wage changes. In addition, HHSA added Burney as a new service location due to a security issue at that office

ALTERNATIVES

The Board could choose not to approve the second amendment, may direct staff to negotiate changes to the terms and conditions of the second amendment, or may defer consideration to a future date.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the amendment as to form.  Risk Management has approved the amendment. The recommendation has been reviewed by the County Administrative Office.


FINANCING

The services provided for HHSA locations under this agreement are funded through a combination of federal and state sources with a local share of cost met largely through Realignment.  The FY 2016-17 Adjusted Budget for the applicable departments includes sufficient appropriation authority for the activities described in this agreement.  Sufficient appropriation authority for this agreement was included in the FY 2017-18 Recommended Budget request, and appropriate appropriation authority will be sought in subsequent annual budget requests during the term of the agreement. There is no additional General Fund impact associated with the recommendation.
