RECOMMENDATION

Take the following actions regarding The Woodlands Supportive Housing project: (1) Approve and authorize the Chairman to sign an agreement with PC Redding Apartments Limited Partnership (PCRA) with no compensation for the management of 19 units of supportive housing within a 55 unit affordable housing project known as The Woodlands for a period of 20 years commencing upon the date of Certificate of Occupancy and/or execution by the Board of Supervisors of the County of Shasta, of all documents relating to this project, whichever is later; and (2) authorize the Director of the Health and Human Services Agency to provide written consent to the assignment to Northern Valley Catholic Social Service, Inc. (NVCSS) or delegation of duties to NVCSS pursuant to a subcontract, if necessary, pursuant to section 8 of the agreement with PCRA.  

SUMMARY

This agreement is one of the final steps necessary to complete the supportive housing project originally approved by the Board of Supervisors in 2013.  The supportive housing project will serve individuals with mental illness or severe emotional disturbance.  On December 3, 2013, the Board of Supervisors approved the PC Redding Apartments Limited Partnership’s (PCRA) application for Mental Health Services Act (MHSA) Permanent Supportive Housing funds to construct the Woodlands Project.


DISCUSSION

This agreement outlines the landlord and supportive social services that PRCA will provide to the County and County consumers selected for tenancy in relation to the Woodlands project. Landlord duties include full maintenance and operation of the facility and grounds. Social services to be provided include, but are not limited to: adult education classes on such topics as benefit/entitlement assistance, computer skills, and job readiness and retention; finance/budgeting classes and personal income tax preparation instruction; health and wellness classes on topics such as relationship skills, communication, cooperation and personal responsibility; and after school youth activities.

 

Health and Human Services Agency (HHSA) staff will provide on an as-needed basis, supportive services such as mental health services, intensive case management, medication support, 24/7 crisis services, access to In-Home Supportive Services (IHSS) and nursing staff, vocational services in collaboration with the State Department of Rehabilitation, benefit assistance, peer-to-peer support, transportation assistance, Public Guardian, Adult Protective Services, benefits counseling, and representative payee support services. The Woodlands project is located at 2950 Polk Street, Redding, CA and consists of 55 multi-family affordable housing units of which 35 will be for the general population, a manager’s unit, and 19 units shall be set aside for County consumers certified to be eligible for Mental Health Services Act (MHSA) supportive permanent housing units through County’s participation in the MHSA Permanent Supportive Housing Program. Affordable housing, with necessary social and supportive services, has proven effective in assisting individuals in their recovery from chronic mental illness. The Woodlands is a cooperative project between PCRA, the City of Redding, and the County.  The 19 units were set aside for certified County consumers as a result of financing for The Woodlands provided by the MHSA Housing Fund. Construction of the Woodlands by PCRA is complete.

 

It is intended that the services provided for in the agreement will be provided by NVCSS either through a subcontract with PCRA or in NVCSS’ role as a partner in PCRA.


ALTERNATIVES

The Board could choose not to approve this agreement, defer consideration to a future date, or provide direction to staff to negotiate changes to the agreement. 


OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management has approved the agreement.  The recommendation has been reviewed by the County Administrative Office.   

FINANCING

The County has no on-going financial responsibility for this project beyond the provision of supportive services and program administration requirements, which will be funded entirely through the MHSA Community Services and Supports, Full Service Partnership program, which has been an active program since 2006.  There is no General Fund impact with approval of the recommendation.
