RECOMMENDATION

Approve and authorize the Chairman to sign: (1) The proposed responses to the Fiscal Year (FY) 2016-17 Shasta County Grand Jury Report entitled "Shasta County Joint Audit Committee"; (2) the proposed responses to the FY 2016-17 Shasta County Grand Jury Report entitled  "Unfunded Pension Liabilities"; and (3) the proposed responses to the FY 2016-17 Shasta County Grand Jury Report entitled, "Shasta County Service Areas - Elk Trail Water Improvement Project."

DISCUSSION

On May 9, 2017, the FY 2016-2017 Shasta County Grand Jury released a report entitled, “Shasta County Joint Audit Committee.”  A copy of that report is attached.   On May 16, 2017, the FY 2016-2017 Shasta County Grand Jury released a report entitled, “Unfunded Pension Liabilities: Shasta County and the Cities of Redding, Anderson, and Shasta Lake.” A copy of that report is attached. On June 6, 2017, the FY 2016-2017 Shasta County Grand Jury released a report entitled, "Shasta County Service Areas - Elk Trail Water Improvement Project." A copy of that report is attached.  This Grand Jury reports contained findings and recommendations requiring responses from the Board of Supervisors.  Attached are proposed responses to these reports for the Board’s consideration.

ALTERNATIVES

The Board may determine to revise the proposed responses. There is a legal requirement to respond within 90 days of receipt of the Final Report.

OTHER AGENCY INVOLVEMENT

The proposed responses to the findings and recommendations were drafted by the County Executive Officer for the Board's approval and signature and were reviewed by County Counsel.

FINANCING

There is no direct financial impact in adopting the proposed response; however, implementing some of the recommendations may have an as yet undetermined cost.
