RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive amendment, effective April 1, 2017, to the agreement with VOTC, Inc. d.b.a. Visions of the Cross for outpatient alcohol and other drug treatment services to increase maximum compensation for Fiscal Year (FY) 2016-17 by $160,000 (for a new FY 2016-17 total not to exceed $710,000), extend the term of the agreement for one year through June 30, 2018, set the maximum compensation for FY 2017-18 at $710,000, and incorporate changes to contract language as required per the California Department of Health Care Services Substance Use Disorder Services agreement.

SUMMARY

This amendment will allow VOTC Inc. dba Visions of the Cross (VOTC), to continue to provide outpatient alcohol and substance abuse treatment services to residents of Shasta County for an additional year and to remain in compliance with the CA Dept. of Health Care Services (DHCS) regulations.

DISCUSSION

VOTC has contracted with Shasta County for several years for the provision of outpatient drug-free treatment services and is certified as a Drug Medi-Cal provider by the DHCS, making them eligible to bill for alcohol and other drug treatment services provided to Medi-Cal beneficiaries. This amendment extends the term for one year while Shasta County works with DHCS to develop a Drug Medi-Cal Organized Delivery System (DMC-ODS).  This DMC-ODS project is jointly sponsored by Shasta County, Partnership Health Plan of California (PHC), and other northern California counties that have PHC as their Medi-Cal managed care plan.  Once in place, the array of drug and alcohol treatment services covered and available to Medi-Cal beneficiaries will greatly increase and significantly improve care coordination and system integration. 

 

This amendment will increase maximum compensation to reflect additional program usage by Medi-Cal beneficiaries, and it will also incorporate new contract language required by the State.  As State certified providers, all alcohol and other drug treatment services administered by VOTC must be provided by, or under the direction of, a physician; including a complete personal, medical, and substance abuse history; a complete assessment of physical condition; and an individualized treatment plan. Those required DHCS changes include protection of Personal Health Information, compliance with the Trafficking Victims Protection Act of 2000, charitable choice provisions, personnel licensing standards, and restrictions on sterile needle distribution.

ALTERNATIVES

The Board could choose not to approve the amendment, defer consideration to a future date, or provide direction to staff to negotiate changes to the amendment.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the amendment as to form.  Risk Management has reviewed and approved the original agreement and there are no changes to insurance or indemnification. The Probation Department supports this recommendation. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The funding for this agreement is financed through a combination of federal and local (previously state) funding sources including the Federal Substance Abuse Prevention and Treatment Block Grant Drug/Medi-Cal program funds with a county share of cost that is funded through Realignment 2011, and Public Safety Realignment 2011.  The jail alcohol and drug program is funded entirely with Public Safety 2011 Realignment funds. Sufficient appropriation authority for these agreements is included in Requested FY 17-18 budget.  There is no additional General Fund impact with approval of the recommendation.
