Elections - Amendment to Agreement with Dominion Voting Systems, Inc. for Election Services, Software License, and Extended Warranty

RECOMMENDATION

Approve and authorize the Chairman to sign an amendment, effective July 1, 2017, to the agreement with Dominion Voting Systems, Inc. to extend the current term for one year through June 30, 2018, to provide election services, a software license, and an extended warranty, with no change to maximum compensation.

SUMMARY

The proposed amendment would allow the County Clerk/Elections Department to continue utilizing the elections services provided by Dominion Voting Systems, Inc. for the period of July 1, 2017 through June 30, 2018 with no additional compensation.

DISCUSSION

Shasta County Clerk/Elections Department currently has a contract with Dominion Voting Systems, Inc. to provide the County's electronic voting hardware, software, training, licenses, warranties, and paper ballot preparation.

 

As approved by the Board of Supervisors, the County Clerk/Elections Department will conduct a special election for the City of Shasta Lake on August 29, 2017.  This amendment would extend the current agreement with Dominion for a 1-year period to encompass the August election. 

 

There is no additional funding to the current not-to-exceed compensation amount of $275,000.

ALTERNATIVES

The alternative is not to approve this amendment.  This is not recommended as the County Clerk/Elections Department does not currently have a replacement voting system in place and would be unable to acquire and implement a new system by the August 29, 2017 election date.  

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed the amendment and has approved it as to form.  Risk Management has also approved the amendment and Information Technology has approved the original agreement. The County Administrative Office reviewed the recommendation.

FINANCING

No additional General Funds are requested to support this amendment.  There are sufficient appropriations in the County Clerk/Elections Department's Fiscal Year 17/18 Requested Budget.
