RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive amendment, effective April 1, 2017, to the agreement with VOTC, Inc., d.b.a. Visions of the Cross, for substance use disorder treatment services to increase maximum compensation by $400,000 for a new total not to exceed $850,000 (for Fiscal Years 2016-17 and 2017-18 from $150,000 to $350,000) and incorporate changes to contract language as required by the California Department of Health Care Services Substance Use Disorder Services agreement, retaining the term July 1, 2015 through June 30, 2018.

SUMMARY

This amendment will allow VOTC, Inc., dba Visions of the Cross (VOTC) to provide Substance Use Disorder Services (SUD) treatment services to additional Shasta County residents, and to remain in compliance with California Department of Health Care Services (DHCS) regulations.


DISCUSSION

In an agreement with the County, VOTC provides perinatal Drug Medi-Cal residential and intensive outpatient SUD treatment services to help pregnant women become clean and sober.  Not only do the SUD treatment services improve the pregnant women’s health, but they also improve the health of their unborn children, who also suffer addiction along with their mothers if their mother continues using during pregnancy.

This amendment increases maximum compensation to reflect additional program usage by Medi-Cal beneficiaries, and incorporates new contract language required by the DHCS. Those required DHCS changes include protection of Personal Health Information, compliance with the Trafficking Victims Protection Act of 2000, charitable choice provisions, personnel licensing standards, and restrictions on sterile needle distribution.

This amendment is retroactive due to more services being provided under the agreement than the department had anticipated.

The Board could choose not to approve the amendment.


OTHER AGENCY INVOLVEMENT

County Counsel has approved the amendment as to form.  Risk Management has approved the amendment.  This recommendation has been reviewed by the County Administrative Office.

FINANCING

This amendment is financed through public safety and behavioral health Realignment 2011 funds, federal Title XIX Substance Abuse Prevention and Treatment and federal Medicaid funds. Sufficient appropriation authority associated with this amendment is included in Alcohol and Drug Program FY 2016-17 Adjusted Budget and FY 2017-18 Requested Budget. No additional County General Funds are requested.
