RECOMMENDATION

Adopt a resolution which approves and authorizes the Public Works Director to sign: (1) Applications for Federal Transit Administration (FTA) Section 5311 funds for Fiscal Years (FY) 2017-18, 2018-19, and 2019-20 in an amount not to exceed $350,000 annually; and (2) agreements, annual FTA certifications, assurances, and other documents for FY 2017-18, 2018-19, and 2019-20.

SUMMARY

Federal grant applications are proposed to partially fund rural transit operations.

DISCUSSION

The County provides rural transit services through the Redding Area Bus Authority and the Burney Express. The Federal Transit Administration (FTA) provides approximately $300,000 annually to fund these routes.  Toll credits and Transportation Development Act (TDA) funds provide the 44.67% local match.  Remaining TDA funds are typically used for road construction and maintenance.

ALTERNATIVES

The Board may decline to apply for FTA funds.  County road maintenance funding would be impacted.

OTHER AGENCY INVOLVEMENT

Caltrans and the Shasta Regional Transportation Agency coordinate FTA funding. County Counsel has approved the resolution as to form.  The County Administrative Office has reviewed this recommendation.

FINANCING

FTA revenues are included in the Proposed 2017/18 Transit Fund budget.  There is no General Fund impact.
