RECOMMENDATION

Approve and authorize the Chairman to sign an amendment, effective date of signing, to the agreement with the Regents of the University of California, Davis (No. GENT-2016-29) to add administrative training units, which increases the maximum compensation by $21,330 (for a new total of $152,865), and retaining the term July 1, 2016 through June 30, 2017.

DISCUSSION

Approval of this amendment will allow the U.C. Davis Extension (UCD) to continue to provide training to Health and Human Services Agency (HHSA) staff in accordance with the annual training plan submitted to and approved by the Training Bureau of the California Department of Social Services (CDSS).  The UCD has been satisfactorily providing this type of training to employees of Shasta County for many years.

Under the agreement, UCD provides training to HHSA staff in subject areas selected by HHSA.  This amendment will add administrative training days to provide supervisory training to new HHSA supervisors.  Because UCD supports this effort by providing matching resources equal to the County’s share of cost under a training collaborative arrangement, California counties receive a training opportunity that could not easily be procured at this cost through other providers outside of these arrangements.

ALTERNATIVES

The Board could choose not to approve this amendment or direct HHSA staff to seek alternative training services.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the amendment as to form. Risk Management has approved the amendment. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The department has sufficient fiscal year 2016/17 budget authority to cover the increased costs for this amendment.  There is no additional General Fund impact from the recommended action.
