RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive renewal agreement with Janus Advisor, d.b.a. Allen & Dahl Funeral Chapel in an amount not to exceed $95,000 to provide the provision of indigent cremation and interment services for the period January 28, 2017 through January 27, 2018,  with two automatic one-year renewals. 

SUMMARY

The Shasta County Coroner’s Office utilizes cremation burials for decedents who are residents of Shasta County where the deceased and his/her family have no resources to defray the expenses of interment.

DISCUSSION

On January 28, 2015 the Board approved an agreement with Allen & Dahl for indigent cremation and interment services for a period of three years. Allen & Dahl was purchased by a corporation in 2016, the new owners agreed to continue with the current agreement until the end of the term of January 27, 2017, opting not to renew for the last additional one-year term.  A request for quote (RFQ) to provide cremation/interment services was issued by the Sheriff’s Office on September 2, 2016 and closed on September 26, 2016.  One responder submitted a response and  was selected so the Sheriff’s Office entered into negotiations to develop the proposed agreement.  A final agreement was negotiated wherein the Contractor will provide indigent cremation services at a cost of $795 per indigent.

ALTERNATIVES

The Board may choose not to enter into the agreement, may defer a decision on this matter to a future Board meeting, and/or request additional information from staff.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management has reviewed the agreement.  The County Administrative Office has reviewed this recommendation.

FINANCING

The FY 16-17 Coroner budget includes appropriations for indigent cremation and interment at the previous contracted rate of $280. Due to the increase in cost of this service with approval of this agreement, the Sheriff’s Office will  monitor these services and may need to process a budget amendment to increase appropriations later in this fiscal year if actual expenses in services and supplies approach appropriations.  There is no additional General Fund impact from approving the recommendation.
