RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive agreement, effective December 17, 2016, with Cornerstone Environmental Group in an amount not to exceed $300,000 to provide ongoing operations, engineering and consulting services related to the collection and control of landfill gas at West Central Landfill.

SUMMARY

A three-year agreement is proposed for landfill gas consulting services.

DISCUSSION

Landfills generate carbon dioxide and methane. West Central Landfill uses a system of wells, pipes and blowers to extract and combust these gases. Cornerstone Environmental Group (Cornerstone) designed the existing system and has operated it since 2011. Cornerstone has met the applicable deadlines and emission requirements. Their existing agreement expired on December 17, 2016. A new retroactive three-year agreement is proposed. The new agreement provides for Cornerstone to operate the existing system and design future expansions. Gases are presently burned through a flare. It would be preferable to use the gas to generate electricity and revenue. Negotiations with a private developer are ongoing.

ALTERNATIVES

The Board may decline to contract with Cornerstone. An expert consultant is required. An alternate consultant could be recruited, albeit with some delay and probably additional costs.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. The recommendation has been reviewed by the County Administrative Office.

FINANCING

Total compensation under the PSA shall not exceed $300,000. Adequate funds for the coming year’s work have been included in the Adopted 2016/17 Solid Waste Budget. These costs are recovered through tipping fees at WCL. There is no General Fund impact.
